On 26 July 2016, the town of Middelkerke received major press coverage when it announced that its famous casino building on the seafront would make way for a new multi-functional casino building, including a hotel, casino, restaurant, sky bar, a multipurpose event hall and a covered market square. The project covers both the development of the new building and a gaming concession for a casino. The innovative project is a unique investment in the region that will give Middelkerke’s tourism a new boost and increase employment. The new casino building will be built and operated by a consortium between WILLEMEN Real Estate and Napoleon Games.
This unique PPP project involves a complex contractual framework with various aspects of rights in rem, gambling legislation, construction rights and the economic operation of a multipurpose building, etc. Eubelius acted as legal adviser to the town Middelkerke.
